hmmm. It should be possible, but according to this link, it looks like the user needs to be defined as an explorer or viewer. Can you try changing the user role and see if this helps? Maybe it's an oversight that they need to also include creators?
I am not able to demote the Creator user to Explorer and I don't have any
other user at this moment.

My org isn't using 2018.1 yet, so I can't recreate. I agree Creators should be able to use Trusted tickets. Are you able to temporarily create a new explorer user and see if trusted tickets works with this?
I tried to do that, but there are no Explorer Licenses in my org at the moment. I suspect this is a desired behavior though.
