Interesting question - I've been using Tableau for 3 years now and like you have not found much in the way of a need for the Page Shelf. I had attempted to use it previously to do a time-lapse view for a geographical viz I put together, however, I soon realized that the action on the page shelf in Tableau Desktop is different than what we get when we publish to Tableau Server. By that I mean, in Tableau Desktop you can play the time-lapse to include a slowdown or speed up option. When this is published, the user does not have the play feature. They have to manually press the forward or back to see the time-lapse, which is just stupid.
see the attached - it is a time series based map that that breaks state total sales by year / category into quintiltes - the pages action provides a dynamic view of to the change of the quintile by state

is the same limitation applicable for 10.5 as well 2018.1 ?
We were using 9.4 at the time. We're on 10.1 now. Unfortunately, I have not tried it since that time.
As I stated, this is a time-lapse feature, and not a whole lot of use in my humble opinion considering you can get the same thing from a chart. Although with the page option, you can set it to visually see the trailing history.
The workbook is t10.5 desktop
all of the formulas are included in the workbook - the analysis was a little complex - using Percentile wrapped in nested LOD expressions to break the states (US) into quintiles based on annual sales while providing the capability to filter by product category -
The actual Pages are year (could be year month but year was good for presentation purposes) -
