You publish the source with Include external files checked?
We have assigned permissions and we did publish with "include external files". Because this is an intermittent issue for any user (including users that are server admin), I not inclined to think permissions are the issue. It seems more like something with how tableau server handles the extract file.

I've been getting the same thing when publishing Excel and/or CSV files to server, even with the 'include external files' option turned on. Tableau support was unable to find the cause of the problem after working with them for a couple of months before suggesting a move to 10.5.x on a clean install -- which didn't work. This type of problem started happening for us on 10.2.x and continues in 10.5.x. Other suggestions that seemed plausible were to ensure the Tableau RunAsUser account has access to the temporary folder directory structure listed in the error, but that is the case for me and the error still occurs.
I've found no documented solution that works for us. Some Band-Aid solutions that I've discovered may work are to use extracts (which I'd rather not use because Hyper has actually made querying slower than directly querying the large .CSV files we tend to use), to republish the workbook (which may last a few days before the error occurs again and you would need to get into the habit of constantly republishing the workbook), or to use non-flat-file based live data connections such as Teradata or DB2 (which is not always feasible).
Have you heard of any solution for this. Has this been reported to Tableau?
We have encountered the same issue with one of our user but not all which is baffling.
