    Conditional Format based on Various Values

      I am fairly new to Tableau and working off an exists dashboard, so any help would be greatly appreciated!

       

      I currently have two worksheets: one that has a table with average values and another with goals/averages (if no goal exists, the average is populated). I am attempting to conditionally format the first table (avg values) based on a distance from the target field, but there are really a few goals to this:

      1. How do I continue to display the actual values but conditionally format based on the "Avg or Goal?"

      2. What is the most efficient method to point to a percentage difference from the forecast for the actual contacts?
