Only publish the dashboard that you want them to see. You will not lose the functionality of the constituent pieces.
If I don't publish the dashboard the action can't take the user to it.
That is true. Could you set this up as a sheet swap so you only need one dashboard?

- Our usual process of catering multiple dashboards to a range of audience is to create a Menu dashboard(repository of links) where all the dashboards will be available as links and the user can click and go to the first view in the dashboard.
- Training users to use this menu dashboard as starting point of any dashboard allows them to land on first dashboard and thus follow to other detailed dashboards through navigation.
- This can be a good practice to segment dashboards by division and make all of them available at a single place for use without people searching for them on the server.
This is essentially what I am doing, but I want to limit it so that when they click on the workbook on server, they only see a link for the 'menu' dashboard and not the others. But they still need to be able to navigate to the others using the actions.
