Hide specific counties without hiding entire graph

I have a line graph that I've set up so users can view the state and nation rates while also switching between various counties. The filter I'm using is also connected to several other visualizations. What I'd like to be able to do is to have specific counties' lines not appear on the line graph since some have incomplete data. So, when a user chooses a county they will be able to see all other available data including the state and nation trends but that county's line will not appear. I've attached a workbook that partially replicates the visualization I'm working in. Fremont County only has information for 2017, which can be seen in the accompanied bar graph and on the line graph as a point. I'm wondering if there's a way to hide that point without affecting other visualizations and without removing the data from the dataset.
