I know there are some issues that can happen with sorting when blending data (using multiple data sources.) Here are a couple articles about this:
I didn't immediately find anything about filters affecting the ability to sort.
If you are able to share a .twbx (packaged workbook) that shows the issue, it could help us troubleshoot more.

Dashboard 1,2 are using datasource 1
Dashboard 3 is using datasource 2
dashboard 4 is using datasource 3
I am using all filters from datasource 1 across all dashboards. Sorting in dashboard 3, 4 is not working, If I replace the filters -- Even Date and Currency from dashboard-3 with local columns, it works. Pl let me know if you want to anymore info..

In my testing of your workbook, the sorting seems to be working correctly and actually persisting when filters are used.
"Submitter's Org" looks at first like it's incorrectly sorted, but this is because of the nesting - "Country" then Cost Center" so each Amount is going from highest to lowest by country. Is there something I'm missing here about the incorrect sorting? Can you send some screenshots?

I do now see what you're talking about, and I think it's a similar root cause as described here, although the manifestation is a bit different: Sorting by Field Is Unavailable for Data Blended Measures | Tableau Software
Because the filter is coming from a secondary data source, Tableau isn't able to take that field into account when computing the sort, so the sort remains correct for the unfiltered data. I'm not sure exactly how to work around this one.

But I wonder why sorting is all okay even though I use other global filters. It is not working only if I add Currency and Date Range filter.
If I remember correctly, when I use Year and Month as two filters, Sorting works okay.
As I mentioned, because the filters are from a secondary data source, they don't change the sorting. So the sorting stays however you sorted it first. This is why the sort order stays the same as you change the filters. Only workaround I can think of is doing a join instead of blend, so that there wouldn't be any secondary filters. You could also potentially switch the primary and secondary data sources, but this often will cause a lot of trouble.
