I have a dataset that collects downtime minutes of internet service by an internet provider. This provider is on the U.S. East coast EST and has customers in England, India and Hong Kong.
I need to create some type of filter or parameter in Tableau that allows the user after filtering for their Country, the ability to determine if the downtime event happened before or after their business hours, for example, between 08:00 AM and 17:00 PM in the customer's time zone.
Please provide as much guidance as possible including sample code. I am new to Tableau and could use all the help I can get. :-)

Conversion between timezones should be done in the data source. What SQL connection are you using? With Oracle you could do it easily:
FROM_TZ(cast(LOCAL_DATETIME_FIELD as timestamp) , 'US/Pacific') at time zone 'UTC'
Similar time zone convertions are avaialble in MS SQL Server starting with version 2016.
