If the titles are in the worksheet then they will appear even if the the sheet is empty

Nope - Sheet titles always show no matter what. The simple way around this is to hide the titles and instead create a string title on the columns shelf which can be formatted however you like. This way when all data is excluded it will not show. I hope this helps.
Did you ever figure out how to do this? My tables need titles, because the action I've set shows/hides 4 individual tables at the same time, and they are all very similar, except for the time frame.
This is currently what it looks like when I select to "hide" which looks rather rubbish...
Any suggestions that don't involve changing the name of the line items in the table?
