Tableau will show all the spots when your mouse hover it, no matter if it is covered by other big spot. Please see the screenshot, both circles are showed, though the small one is covered by a big one. When the circle shows, click it, you will successfully select it.

It does in some cases, but there are still shapes uncliclable. Whatever you do, they do not come up. I guess it might be based on their position in the data, probably later rows are covering the former ones.
