The 'layer' that you are looking at is the background map. Any layers that you place over this background map is going to cover these names, however there are a couple of tricks you can use (other than Arvindgarg's solution which is probably the best);
In the Map Layers menu, (Map > Map Layers) if you turn on a Data Layer, the text of the background names goes darker.
You can also hit this from the other end and alter the opacity of the map colour in order to be able to read the background text.
How would you make the font size bigger on the default Tableau map for the countries? I am not looking to make them more opake but just larger or bolder

(In the context of the above question) You would have to hide the map names through the map options menu and then put the country name on the label mark, you can then adjust the font size when the names are on label.
