The steps here on created a Filter Action will continue to work once the workbook is published to Tableau Online:

Thanks for the reply, unfortunately we have to build the workbook online from scratch using the datasource available. I don't think i was given permission to upload workbooks.
Ah! Thank you for the clarification. I think you need Tableau Desktop to create Filter Actions and Url Actions - I just tested in Tableau Online's Web Authoring space and also didn't see a way to do it. This page gives a rundown of what you can do in Tableau Online directly:

If you've got a Tableau Desktop license ... use it !!
There's still things you can do in Desktop that you can't do on web authoring and you can still use data sources that are stored on Server when you're using Desktop.
Check with your Admin to see if you can publish workbooks (it's just a permission setting)
Thanks, i'll check with my Admin with that. Problem with our Tableau Online is that it is handled by a 3rd party analytics platform... which can make permissions harder to acquire...
