Only Relevant Values Filter for 3 things

Hi I am a university student that is just starting out with Tableau.

I have 3 filters that I want to use on a graph. For example, filter 1 is Country, filter 2 is State and filter 3 is City.

Before, I only had State (with "All Values in Database" ticked off) and City (with "Only Relevant Values" ticked off). So what happened was that the user chooses the state they want to view, and then filter 3 shows only the cities within that state.

Now, I wanted to add Country to my filters, so I put Country (with "All Values in Database" ticked off), State (with "Only Relevant Values" ticked off), and City (with "Only Relevant Values" ticked off). The expected workflow was that the user chooses which country they want to view, then filter 2 shows only the states within that country, the user chooses a state, and then filter 3 only shows the cities within that state.

However, the expected workflow does not seem to be the case...does anyone know what the proper way for me to use a filter for this kind of situation?
