you must create a calculated field with those conditions
Name Field: Color Literacy
if Literacy Rate-Color <= .25 then 'Blue'
elseif Literacy Rate-Color > .25 then 'Red'
elseif Literacy Rate-Color > .45 then 'Green'
elseif Literacy Rate-Color >.80 then 'Yellow'
elseif Crime Rate-Color <= .2 then 'Blue'
elseif Crime Rate-Color >= .5 then 'Green'
elseif Crime Rate-Color > .10 then 'Red'
elseif Crime Rate-Color > .20 then 'Yellow'

I've little doubt on your literacy and crime thresholds. Please validate your color logic once again. In your literacy color logic you've mentioned >25% is "red" and >45% is "Red". If so then % from 26-44 will be "red" too. Though in your spreadsheet you've marked State (MN) as "blue" for literacy rate (30%). But its falling under 26-44 which red.
I've tried to correct the threshold though my calculations. Find my approach below,
Literacy Rate Color:
IF [Literacy Rate]<=0.25 THEN 'Blue'
ELSEIF [Literacy Rate]<0.45 THEN 'Red'
ELSEIF [Literacy Rate]<0.8 THEN 'Green'
Crime Rate Color:
IF [Crime Rate]<=0.02 THEN 'Blue'
ELSEIF [Crime Rate]<=0.05 THEN 'Green'
ELSEIF [Crime Rate]<0.2 THEN 'Red'
Once done then you can create a placeholders using AVG(1) formula to achieve the expected output.

Only issue left is, the headers have to be formatted as a cell(in enclosed borders). I tried to do it,but the the below header is aos getting formatted Can you help me please.
