Without opening the workbook you'll need to use calculated fields to calculate Feb and Jan. Such as, replace the field names and syntax as appropriate:
Feb Sales: IF DATETRUNC('month',[YourDateField]) = '1 Feb 2017' THEN [Sales] END
Jan Sales: IF DATETRUNC('month',[YourDateField]) = '1 Jan 2017' THEN [Sales] END
MoM: SUM([Feb Sales]) > SUM([Jan Sales])
Your MoM will return True or False. Use that to colour.

This limits the display to the last value only (note it could easily be converter to a filter where you select the dates to show
