Please go through the article Set Users’ Site Roles to understand the Tableau Server User roles.
By default Tableau Server User role as Interactor was not able to Edit Workbooks.

How about just removing or making unspecified the Web Edit permission on the project? I'm not sure the site roles page helps with this, as Interactors are able to Web Edit, but there are ways to disallow this at the content or global level.
1. Remove the Web Edit permission either at the locked project level, or at the workbook or view level. The latter will be harder to maintain on a large scale of users. You can set these permissions on a group, and add and remove members from the group as needed.
2. Uncheck the global setting for Web Authoring, if you want it completely off for everyone, then it doesn't matter what the project permissions are.
