There are other methods, but the most economical I have found is to duplicate the sheet, and then drop it in on the opposite side of your viz, and then hide the parts you don't want to see.
Taking the Performance sheet from superstore for example:
Step 1 - duplicate and drop both sheets into a dashboard
Step 2 - resize the right viz down to just the title
Step 3 - remove the header from the left viz that you wanted to move

V 8.2 example attached.
You can duplicate the axis on the right side of thee sheet by making a dual axis chart. See Sheet 5 in the attached. But I was hoping I could just un-check "Show Header" on the left-side measure and that would take care of business. Unfortunately when I do that, it hides both headers.
So see Sheet 6. Here I did Edit Axis. I deleted the title altogether, and then in the "Tick Marks" tab I set ticks to NONE. It leaves the axis space, but gives you a blank axis on the left.-
