You can set the workbook locale in desktop from File >> Set Workbook locale >> Desired locale.
For server you can click on the user name, select My Account Settings and then scroll to select the Language and Locale

On tableau desktop worksheet menu bar choose Help-> Choose Language
Choose your desired language for development.

Currently we don't have the option to implement locale function through a calculated field. As @ARTEE JAJOO said we will have more options on the list under
File-> Workbook Locale -> More.....

One more thing if i published a report with French language what will the Report language at the sever will it be same as Report language or different?@Akram ebrabhim
