    Pivoting data source - "pivoted data type not unique for group"

      I'm trying to pivot a CSV file into the "tall and skinny" data format that Tableau seems to like and running into a problem. I take the attached CSV file, select the columns with the data values in them (Total Students, Percent of Students, etc.), then choose Pivot, and promptly get the error:

      I can't believe the combination of data values actually has to be unique. I can believe the set of Pivot Field Names needs to be unique (and it is); but why would the Values need to be unique? I'm wondering if "pivoted data TYPE" might be a clue that we're dealing with something different? Thanks for your help.
