A customer reported this issue two weeks ago, we are working toward a solution.

Yes, it is a visual-only issue. No underlying functionality is impacted. I will create a support case as you suggest.
If anybody else experiences this issue, here is the reply from Tableau Support:
This is behavior is due to caching by Tableau Server. In the published dashboard, Tableau Server is rendering the bar chart as a .png. That .png is converted to an interactive canvas element on click. Tableau Server will typically render charts as images for the sake of performance.
As a workaround, adding the URL query string of :render=true to the URL will force Tableau Server to render the view in the browser and bypass caching. I have provided an example URL below.
Alternately, you could permanently change the complexity threshold to force more complex views to render in the browser instead of in the server. However, this may negatively impact the overall performance of Tableau Server.

We are on 10.3.1 server version and have same issue.
See my reply I marked as the answer. In my case, this has to do with caching and the settings for that are adjustable. You'll need to open a support case for Tableau to dig into your situation further.
If we do render - false, I will loose the caching capability and performance might get impacted.
I have seen this behavior only after upgrading to 10.3.1
We have server 10.2.1 and have this issue... the &:render=true parameter doesn't help... our dashboard has several sheets included and at the sheet level, the hand pointer appears and highlights the item, at the dashboard level it is just an arrow (no hand) and the item is not highlighted... very disappointing and confusing for users. Any other suggestions on how to fix?

Our development team has confirmed that this is definitely a difference in behavior between Tableau Desktop and Tableau Server/Online. This is a known behavior that is currently 'as designed' but is under consideration for improvement in a future release of Tableau Server/Online.
we have server 2018.3.3 and still have this issue, I have tried with render=true in the URL as Ryan said. but it didn't work.
Is there any workaround to fix this issue.
