If you open up the Developer Tools console in IE (hit F12) and then load the sign in page, you should see an error in the console that will tell us more about why the image isn't loading. The error should show up on either the Network or Console tab of the tools window. If you try this, do you see anything in red letters?
Yes it says -
DOM7009: Unable to decode image at URL: 'https://tableau-dev.phoebehealth.com/images/custom/Tableau_Header_Logo_480x80.jpg'.
When I searched for this error I didn't get much help.
I'm finding posts indicating the file format might not match the file extension, and that browsers other than IE are fine with this, but IE is not:
Was the logo a png file that has been renamed to jpg? The posts suggest correcting the file extension to match the file type, or changing the browser settings in IE to make it not attempt to match the type and extension when loading.

I had gotten my logo from Marketing. You were correct. I changed the type from .jpg back to .png and I can now see logos in both IE and Chrome.
