The issue you are facing is the horizontal axis is actual broken into 4 segemnts within each date - 1 segment for each of the measures that you plotted - sao when you go to plot each year/% accuracy combination it is a point in 1/4th of the Year secton on the horizontal axis
OK that's not what you wanted to hear so what options are available
You can use the Reference Line option on the Analytics tab - drag it onto the viz and place it on the % Accuracy and set to across pane - it will give you the horizontal line across eanc pane as a\shown below
Or you can split the 2 apart and make it into a dashboard as ahown

So are you saying we cannot achieve three bar and one line chart in single sheet and we need to two diff one.?
Please clarify as my requirement is to connect the dots(%Accuracy) in my package.
Also any way yo get a vertical line 2 months before current one?
Seems its not possible?
Anyone can suggest on it....
To declare "Impossible" is sometimes difficult, and I can say below facts.
Up until 10.4, Tableau does not have capability draw "side -by side bar + line" in one chart with "non-date Discrete" dimensions as X-axis.
In you case, you use "date" as X-axis, so if you REALLY want to draw this type of chart, you have a chance.
Still coiple of modification needed, though..
You should have measures as "Dimensions".
Then cheat the "Date"
The disadvantage is that when you change the size of display, the width become not manageable...
