You can solve this using the first() and last() function.
If you look at sheet 2, you can see that first() and last() are equals only for the Total.
So you can adjust your sales measures with the following
//value for each cell
if first() != last() then SUM( [Sales] )
//value for total
else SUM( if Region != 'West' then Sales end )

For that you will have to create an individual calculation for each column (totalSales, CentralSales etc,...) and create a multi axis crosstab.
