Bit of a shot in the dark here, but this might help. Restrict Values that appear in Quick Filter You can create sets of values to be included or excluded, and base your filter on those.
If this doesn't work out for you, please submit a packaged work book. That way, my colleagues can take a look at your data and get a better idea of what's going on in there. Take a look at this Packaged workbooks: when, why, how for guidelines on how to do that.
I know this post is older but I had the same problem, how to exclude an item from a filter, but retain the data. The only workaround I found was to use a parameter, but I didn't like that because I wanted the user to select more than one option.
I created this workaround without a parameter by 'excluding' from an Action filter instead of 'including'. Like most workarounds, it's a little work, but it gets the job done.

In this case I would create a parameter with these values in a list. You will then write a calculated field to perform filtering on all values in the parameter except the 0.
Thanks Tim. But wouldn't that still allow the user to only select one
criteria? I'm not familiar with a way to use a parameter and allow for
multiple selection. With the strategy I propose, the user can
control-click for multiple selection.
I do agree that if the multiple selection doesn't matter, use a parameter.
