Hmmm ... you could force the users to choose only one by removing the (All) and making the filter a Single Value.
If you wanted to leave it that way, you'd have to code something using SIZE() to calculate what to do

Unfortunately, it is a requirement that more than one country should be able to be selected.

To be honest, I had a very quick look at couldn't figure out how you were changing flags. But SIZE() might help to check if you've got more than 1 value chosen.
I change flags via background images. Only when country x is selected flag x will show up. (see also screenshot)
That is a great idea! I tried SIZE() but I always get a calculation error "cannot mix aggregate and non-aggregate...". That's why I tried COUNT() instead which also gives me the number of selected countries.
So far so good, but unfortunately, I can only add restrictions that are derived from dimensions, not from measures
is there someone who has another idea to that?
It is really annoying that there are these random pictures when selecting all countries. There is no possibility to avoid the "all" selection because that's what users want so see as well
