Unfortunately, Tableau Reader isn't able to connect to Tableau Server directly. It's necessary for something to download the workbook off of Tableau Server in order to share them with your unlicensed users.
Have you considered using tabcmd to download the packaged workbooks off of Tableau Server? This community thread goes over how to do just that: Is it possible to download workbook twbx file use tabcmd

Thanks for your query. Cheryl's post is absolutely correct when she says Reader and Server don't connect (Reader has no security so cannot help with sharing and governance). Full functionality in these areas requires you to upgrade to Tableau Desktop.
The menu option that you identified provides no functionality in Reader, which is why it's greyed out. Please ignore.
Thanks Cheryl, I was hoping there was some option there so I could leverage the structure in server. I don't have access to tabcmd because our server is on a VM that only IT can access. I do have access to the REST API and the functionality there should be suitable. I appreciate the reply.

It's be great if that option was simply removed, then - it's confusing and, once someone learns the answer (by finding this post), kind of aggravating, to be honest.
