I would suggest creating a template workbook with the desired filter which you then use to build the other workbooks as there is no way to export filters.
While there is no way to export user filters. I have been using a workaround. You can COPY and PASTE user filters.
Once you have copied the user filter. Go to the second workbook. Add a temporary user filter to have the "Sets" display. Paste your completed user filter. Remove the temporary user filter. This works for me every time I need to update it. Have not received any errors with this process but the server project is just going live now.
