Generally speaking, yes it's possible to conditionally format specific cells / columns. If you'd like some more specific help, you'll need to provide a Tableau Packaged Workbook as an example along with some details on what you're trying to achieve.
if you are using 10.2 it is straightforward, but as TOM said there are enough threads here on this. A packaged workbook would get you help faster even if it is mock /fake data.

It is not possible to format conditionally to a SINGLE CELL but however you can format SINGLE COLUMN in a multiple columns sheet.
Ex: If you have 10 columns in a single sheet, you can format each column with their respective conditions. Let me know if you need this cake.
