Could you confirm while you published the workbook, you did uncheck Include external files?
is this Tableau Public or Tableau Server?
if server what do you have caching set to?
If you hit the refresh button while viewing the workbook, does it update?
what type of data are you connecting to, could the connection be pointed at an extract that never updates(extract of an extract)?
is there something wrong with the data source itself and it is not updating?
This is Tableau server, I'm not sure what caching is set to...or how to check that? When I manually go in and refresh extracts, everything updates in the workbook. The CSV file I'm connecting to is updating.

Please uncheck Include external files and publish it once again.
Try live connection first. Do you see the data updated in view. If yes publish again with extracts but remember to uncheck include external files.
Sharad Adhikari hit it on the nose. you need to uncheck include external files and the csv needs to be in a location that Tableau server can reach. (network drive or something)
when you include external files, it uploads the csv, in the state at the time of publish, and uses that going forward.
if the csv is on your computer, you need to move it to a network location or network share, and when you connect to it in desktop you need to use the UNC path (i.e. \\10.xxx.yyy.zzz\tableau files\data\mydata.csv rather than Z:\\data\mydata.csv)

I have the same problem.
I have a scheduled GA connection that refreshes automatically every morning.
The Data source shows as refreshed correctly this morning, but the workbook/dashboard it's not updated. If I manually click refresh it will show the new data.
Unfortunately there isn't any "Include external files" option when I try to republish workbook.
Can anyone help?
