You can pivot the data after it loads
see the link below
Pivot Data from Columns to Rows
Process is easily done -
After loading go to the data source tab
Click on all the columns you want to include in the pivot
Right click the header and select Pivot Data
and you are there

I would create two tables in excel (one with population and City, another with city and state). Unpivot both of them to suit my need and then blend them in Tableau view.

So reformat native Excel data to following by transposing:
