Questions like these are typically best reserved for Tableau Support as they can require some in-depth digging through logs and configuration. However, some troubleshooting questions:
1. Have the ports been verified to be open?
2. Have you verified permission for the run-as user on that directory?
3. Have you verified that the certificate is compatible with your IDP?

I have verified the three points you have mentioned. still no luck. I guess tableau support is the only option right now.
The solution to this was the key, I was juggling with two key and should have verified the modulus before configuring them on the server.
Can you please explain a little more about how you solved this? It would help others who may have the same problem.
There were multiple keys generated during the process and I was trying to configure with the wrong key . I have found out the right one by comparing the modulus
openssl x509 -noout -modulus -in certificate.crt | openssl md5
openssl rsa -noout -modulus -in privateKey.key | openssl md5
openssl req -noout -modulus -in CSR.csr | openssl md5
