I'm not sure I fully understand what your question is.
Is the user connecting to a published workbook using Tableau Desktop and then adding another data source to create visuals? Is the intent that the new workbook contains the published data source and one that is embedded?
Can you give me some more background information on why the user needs to do this so I can put it in perspective? (what kinds of data sources, what is the user trying to visualize, etc.)
We have designed a solution for a specific business case for the user. User typically interacts with the solution through the web URL of the published dashboard.
We demonstrated the “WEB EDIT” capability of Tableau server which allows the user to interact with the published dashboard.
Now the user has come back asking us can they import some of their private data (which cannot be shared due to compliance) using this web-edit functionality and create custom reports for their individual use cases.

They are looking for more than just the ability to input a wildcard value in a filter I'm assuming.
They want to actually add their own data set by either creating a join (not possible to create a join on published data sources) or perform a data blend, for the purposes of ad hoc reporting. (right?)
Unfortunately, Web Edit only works with data sources that are published to Tableau Server. The ability to import a new data source requires a license of Tableau Desktop.
What is the reporting environment like at your institution? Is it that only serious Developers hold a license to Tableau Desktop?
Yes, they want to utilize Web edit to import their own data into the report.
We have desktop meant only for developers. Generally, user's prefer to use the URL for accessing the reports.
Could the solution be that you build data tables in SQL Server, publish a live connection, and the user imports their new data into the SQL Server using something like Access?
