    Duplicate County Labels on a Dual-Axis Map

      I've created a combination filled map/symbol map that colors and labels all the counties for a state, and also places a dot on specific locations for distribution points.


      The problem I have run into is that if I try to move one of the county labels, it leaves a duplicate label behind (for example, Bradford and Susquehana counties in the northeast portion of the attached example).  Sometimes I want to move a label so that it is better centered, sometimes I just want it not to be directly over top of a dot.  How do I get it to only create one label and not two?  I have tried searching the forums and trying some of the tips found in situations that are somewhat similar, but I'm having no luck.
