As far as I know, you can't syncronize scroll bars on the dashboard.
You can try to re-build your view and use some filter actions instead. So, for instance, when user moves over the item on the first worksheet (with scrollbar), the second worksheet (without scrollbar) updates only for the selected item.

I have done a really hackey attempt at this before. Make your dashboard itself as long (or as tall) as you can, and then place the two sheets either side-by-side or stacked up and down, and then the user can scroll the whole dashboard. (Like I said, it's hackey.)
You can't really do this how you'd want to. The workaround I've used in the past is to make the dashboard dimensions max height (I think its 1600), put the two sheet next to each other and then hide the vertical scroll for each by either overlapping them or with a filled text box.
Your solution was the one that worked better for me.
