Recently i have faced the same issue. I have formatted my system and then installed Tableau desktop . Now i see no issues .

I had to re-install windows on my machine and basically start from scratch! not ideal but it worked.
Mine got resolved after opening the case with Tableau support.
Tableau support consider this as P1 and they respond very quickly.
Basically this error is coming because of the Licencing between Flexnet and Tableau.
Support team was able to upgrade the Flexnet license which resolved the error.
