I would check this article out: Manage Refresh Tasks
You'd simply just need to delete the refresh task while you are working on the workbook and then set it up again once you are ready for the refreshes to commence.

The extract is not published to Server. Only resides in Desktop. Was looking for a Desktop option such as "disable extract refresh". Originally, I thought it would only refresh when something changed or it was told to refresh, but mine wanted to refresh for some unknown reason which could take up to 30 minutes each time.
Fortunately, I've traced the issue to a poor data source filter, so I should be ok for now, and I may be thinking about this incorrectly anyway...
Great suggestions from both of you though.
