Have you tried putting ZN() around your fuction?
Try with this calculation
You can try this,
IFNULL() also you can try.

I tried with all option with zn, Look up, ZN(LOOKUP(SUM([Your Measure]),0)).
But they are not giving solution
Make calculation with this code
2: IFNULL(SUM([Sales]), 0)
Then put this calculation field in row shelf
and if still not working then change view in tabular form by using show me.
I believe one of them will work surely.

I checked your sample package and it seems like there is no sales data for shown Manufacturers in the selected year i.e. 2011(see below image).
Ideally these manufacturers should not be visible to you after applying Order date year filter to 2011, so just to avoid any problem associated with query execution order i think you should change the Order date filter to the context filter and those empty manufacturers will go away.

My Requirement is i need to show the Manufacture values even though they didn't have any sales.
i showed them by enabling Analysis--> table Layout--> Show Empty rows.
Now i need to show Zero for those Manufactures who has empty on the view.
GO to format for your calculation. Under Special values put 0. It would replace blanks with 0 or whatever you want to put.

I am not sure if Tableau allow us to convert the unavailable data(in such scanerios) to zero. However, I would like to know if its doable, share the result if you get any solution for this.
