This is much easier to manage on a dashboard with one view with colors and the second view showing the data but it is possible in a single view. See here:
I utilize Jonathan Drummey's Multi-Axis Crosstab (multiple axis crosstab | Drawing with Numbers ) method to do this. I have also attached a workbook. Note that axis values are hidden by turning off the tick marks for each axis as desired.

Can you please take a look at the sheet 7 and let me know if I would be able to get the color lines on the left of the measure names?
