I have a chart that shows a single row for each region, and has two columns of measures - the charts are circle charts. There is a single row for each region in Desktop. When the dash is posted to server, some of the regions are duplicated. If you 'Edit' on server and look at the worksheet in web-editor, the rows are singular again.
There is a 'Client' filter and a Year filter associated with the chart as well. Re-publishing does not fix it.
You can anonymize your workbook, and pare down the number of rows you have. (Really, I would think it should just take 2 occurrences of duplicate rows, and a few single rows to demonstrate what you have.)
