If you don't want to merge and want to make it separate on the top then use Tiled and align in such a way it fits the position you are expecting.
Is this a Tableau Desktop feature you're talking about? My audience will not have desktop, they'll only be interacting with the data.
Also, I'm not sure what you mean by making the download icon float. How do I do that?

Nitpicky clarification: the SHEETS are tiled or floating. The dashboard just contains the sheets with whatever behavior they have.
Tiled snaps to specific coordinates and generally size well for your needs. In my experience, they meet 98% of design needs and people vastly overuse floating. The advantage is they are generally much friendlier to work with, and you can use automatic sizing dashboards if you so choose.
If you use floating for images/logos/whatever niche need you have, that's fine, but they are a bit harder to work with. I would generally recommend you use a combination of tiled/floating if you have the need for floating. In that instance just use a few floating sheets over the dashboard where necessary. Further, complications will pop up if you use automatic dashboard sizing. The tiled underlying dashboard will resize, and the floating sheets will move around a bit but mostly stay true to their original pixel locations... this is no good. ALWAYS use fixed size dashboards if they have floating sheets.
One caveat: I float A LOT of legends because I prefer that look, but there are a variety of alternatives for this as well.
Thank you for the lengthy explanation. I really do appreciate it as I'm new to Tableau and am teaching myself as I go. However, I do think there's some confusion on my ask. I'm specifically asking about the download button for dashboards I post on server, for my customers to digest. The highlighted icon below;
The issue is when you view the dashboards in fullscreen, which is my preference, that button disappears. Pic below;
I'm assuming there's a settings or something, but I cannot find that.
Now it make's sense to me what exactly you are asking about. there is no special setting for it, Tableau support should help you with this. It might be a bug.
Please report it.
