As you can see, the idea is to create a county map of California. What I'd really like to know is how to take one of the counties and then create city maps in it as well.

So what you are trying to do is certainly possible. I took a look at your workbook and it only has population by county; for the county that you want to split by city you would need to add the population by city as a data source.
Let's say that the county you want to view at the city level is Los Angeles. Once you have your data at the level of population by city for LA I would make a second map the same way you made the county map but do it at the city level and zoom in to just LA. Once you have your two maps you can create a dashboard action that allows you to click on LA in the county map and it will link over to the LA by city map you made.

Essentially, you create two maps showing different data (i.e. county population on one and city population on another) and you then tie them together visually using the dual axis technique. So, if you wanted to show it all on a single map visually, you can!
