First thing that comes to my mind is to create 2 separate sheets with bar charts. first for first 3 rows, second for the rest. then place them on the dashboard in proper container and assign action only to the first sheet.
On the second thought - sets might solve the problem. please check attached workbook - only first 3 records are reactive.

Thank you for your answer!
Unfortunately, I cant open the workbook only in tableau reader. It says, that it was created in a newer version of Tableau that I have now.
My question is that, do this method work if the barcharts are random? I mean if I want to apply the action filter for the 2. ,3. ,7., 9. bar, and the others remain unchanged. And after that can I sort them in an increasing order?
Thank you for your support!
I also have another question. The requirement is the same, but the type of graph is different. Suppose we have a tree graph. I attached a print screen of my problem.
Here I want to apply an action filter for parts with error types, let's say, 5,9,12,95 and the other one to leave the same. Is this possible in Tableau? Or I also need to separate the error types and to make two tree graphs?
