The following formula finds the quarter and year values in the [QuarterlyDate] field and converts it to a full date. For example, 13-Q1 is converted to the string "1-1-2013" and then changed to a date. When this new field is placed on the view and changed to show Quarter, Q3 will still be displayed.
IF RIGHT([QuarterlyDate], 2) = 'Q1' THEN "1-1-"
ELSEIF RIGHT([QuarterlyDate], 2) = 'Q2' THEN "4-1-"
ELSEIF RIGHT([QuarterlyDate], 2) = 'Q3' THEN "7-1-"
ELSEIF RIGHT([QuarterlyDate], 2) = 'Q4' THEN "10-1-"
+ "20" + STR(LEFT([QuarterlyDate], 2))

You can do this using a calculated field. There are many ways to do it, but here's one:
Dateparse converts a string into a date, based on the format provided. Above we are adding '-01' to the end to include a day part. An example is attached.
