I guess the arrows in your picture might have some business logic, which is omitted in my sample.

- I created a panel chart on one of my Makeover Monday challenges where I did a manual grouping to control which row/column that I put them in. If your data set is large and you can't or don't want to do it manually like this, you can look up this blog post from interworks on how to create Panel/Trellis charts in Tableau where you would use the SIZE() function along with some mathematical trickery to dynamically allocate the rows and columns
- There are several blog posts out there like this one from dataz.io where they show you how to use ASCII characters in your visualization and tooltips
- There is also this post on the Tableau blog from Dash Davidson on how to use shapes as filters
- Finally you can use this knowledge base article to see how they conditionally format tooltips
You would use these concepts together to get the effect you want from the custom icons through the direction of the indicators. Now I want to build a sample of this... If you don't get it done before the weekend maybe I'll have a try at it! I hope you have some sample data to share so that I can have a go at it
