Little bit tricky if you are not familiar with table calculations, anyways..
My proposal is using Dashboard to merge two worksheets.
One is absolute value for each year, and another one shows delta% for specific year to previous.
For each three measure, apply table calculation.
Create calculated field and set as filter.
Hide both headers from second sheet

Thanks Shinichiro for responding. Creating Dashboard can't work in my case as I have many rows of data which creates two vertical scroll bars for two sheets. Is there any way I can achieve it in the same dashboard.

Looks like you are trying to replicate excel-idea base table. Actually many users are same..
That's important, but Tableau does not always shows very powerful vitalization for these needs.
I mean the case we need to show many measures at the same time in table format.
Actually if excel works, you can use excel..
I see what you're saying and you're correct, I'm trying to automate an excel report in Tableau. The format of my excel report is kind of hard to achieve in Tableau for obvious reasons. I would go with closest I can get and would like to thank you for taking your time in answering my question.
Below is something which is shown in Excel Snapshot in question.
Above result is combination of 2 Sheets, in short all the measures in one sheet and calculate % Change in second sheet.
Bring both sheet together in Dashboard (Also called as Dashboard Level
For second sheet- Hide Header (Uncheck Show Header)
Then follow below step to get % Change.

I did something similar to this, but I used Custom Sql (Union function), with this I couldn't do the number format but that's the closest I can get. Thanks for the help.
