It is not. If you trust an IP address, then that IP address can get a ticket for any user on the system....One must know the actual USERNAME in question in order to authenticate, but you don't want to risk your server's security by hoping users from one site don't guess the name of someone else on a different site.
Perhaps you could use Site specific SAML instead? Configure Site-Specific SAML
