It really depends a lot of the context of what you're trying to achieve, what your data looks like specifically and where you want this message to show.
If you're evaluating this on a row by row basis, you could create a calculated field like;
IF [x] < 25 then STR([x]) + ", Not enough data" else STR([x]) END
I tried the following code, it shows there is some error. I applied the calculated field on the same measure value "COUNT([Desy Sort Key])"
if COUNT([Desy Sort Key]) < 25 then STR(COUNT([Desy Sort Key]))+", Not Enough Data" else STR(COUNT([Desy Sort Key])) END
I cannot replicate without a Tableau Packaged Workbook including some sample data. Please upload and I'll take a look.
