Liat - does the Excel data need to be live? Have you tried extracting that data source and then keeping your Redshift data live? Excel files are typically on local machines taht are not accessible to the server when a user shuts down.
This excel holds old data. so I am not planning to update it, and I don't mind to keep it live or extracted. I couldn't extract only the excel and keep my Redshift live. How can I keep them both live? Tableau automatically extracted the excel!

Algorithm behind cross-database joins needs to move lots of row-level data around which is where performance warning coming from but if performance you are getting interacting with dashboards is acceptable to you then feel free to ignore the recommendation.
And if it's live - they'll both be live. Excel file will be packaged and uploaded to Server/Online.
Have you been able to resolve this issue? I'm experiencing the same/similar one where I have a cross-database join with Redshift and a .kml file. I do not need to schedule an update for the file. When I create an extract refresh for this whole extract I receive an error on Tableau Online indicating that I cannot do so because the "..data source is not in the list of types allowed to refresh..".
Any help if appreciated
