If [minute_outage] and [2G Cell] are both numeric fields then here's the probable formula:
IF [2G Cell] < 0 THEN [minute_outage]*[2G Cell] END
It could also be:
IF SUM( [2G Cell]) < 0 THEN SUM([minute_outage]) * SUM([2G Cell]) END
Or some other aggregation.
If on the other hand [2G Cell] is referring to a cell in a text table then that's a whole other issue, and we'll need a sample workbook.

A text field cannot be compared to a number value. You'll have to convert the text field to a number field or it won't work.
