Unfortunately this isn't possible with show missing values.
I normally achieve this by placing blanks / placeholders in my dataset for each of the hours I wish to show to force Tableau to include it.
After you show missing values you may filter them using table calculation addressed to your datetime pill. In the attached example I used Super Store's [ship date]:
datepart('hour',DATEADD('hour' , index()-1, DATETRUNC('hour',WINDOW_MIN(min([Ship Date])))))

This was the easy method I've been looking for. Though I knew how to hide values, I didn't think of it before.

Steps to limit the range, yet show every hour:
- check "Show Missing Values"
- select all the unwanted hours, so in my case, I picked all hours before 8am and those after 5pm
- select hide
- if you absolutely need a programmatically calculated earliest and latest hours of the day, then this may cut out some values.
